There are many things that are overseen in terms of core organization structure across Maxwell and Gunter. Services like Manpower Change Requests (MCR), Organization Change Requests (OCR), Management Advisory Services, Continuous Process Improvement (CPI), Unit Manning Document (UMD) management, applying AF Manpower Determinant (AFMD), Military and Civilian Position Management, and Support Agreements, to name a few.

The 42FSS Manpower and Organization (MO) are a team of professionals that do it all. They assist Commanders with identifying requirements to effectively and efficiently enforce the Air Force Mission. They maintain proper requirements and structures using manpower determinants and established AF policies and procedures for organizational structure. For process improvements, Lean and Six Sigma concepts are utilized.” They do this for all AETC manpower assets within HQ Air University, 42d Air Base Wing, four Centers (Barnes, Eaker, Holm, and LeMay), and the Air Force Institute of Technology at Maxwell AFB.
